Greg Scarlatoiu

U.S. Committee for Human Rights in North Korea

Greg Scarlatoiu is Executive Director of the Committee for Human Rights in North Korea (HRNK) in Washington, D.C. At HRNK, he has directed the publication of 24 reports and books and leads public, media, and international organization outreach to highlight North Korean human rights abuses. A seasoned lecturer and media commentator on North Korean human rights, political security and economic issues on the Korean peninsula, Scarlatoiu has appeared as an expert witness at several Congressional hearings on North Korean human rights. Scarlatoiu’s recent publications include journal articles and book chapters authored for the International Council of Korean Studies (ICKS), the Asan Institute for Policy Studies, and the Hanns Seidel Foundation as well as Washington Post and Washington Times op-eds. Scarlatoiu is an experienced social audit consultant, having conducted eleven annual surveys of compliance with International Labor Organization (ILO) core Conventions in South Korea. Prior to HRNK, he was with Korea Economic Institute (KEI) in Washington, D.C. Scarlatoiu has worked with the International Labor Organization’s Department for the Activity of Multinational Enterprises (ILO-MULTI) in Geneva, Switzerland. He has over six years’ experience in international development, having delivered technical assistance under missions funded by USAID, the World Bank, and the Asian Development Bank. For fourteen years, he has been authoring and broadcasting the weekly Scarlatoiu Column to North Korea, for Radio Free Asia (RFA). A visiting professor at Hankuk University of Foreign Studies (HUFS) in Seoul, Scarlatoiu teaches and coordinates the Korean peninsula and Japan class at the State Department’s Foreign Service Institute (FSI). He holds a Master of Arts in Law and Diplomacy (MALD) from the Fletcher School, Tufts University; and an MA and BA from Seoul National University, Department of International Relations. Scarlatoiu was awarded the title of Citizen of Honor, City of Seoul, in January 1999. He is fluent in Korean, French, and Romanian.
